<p>                    President Obama said Monday that India should rise to the status of holding a permanent seat on the United Nations Security Council, a dramatic show of respect to the powerful nation he hopes will play a key role in support of U.S. interests around the world.</p>
<p>But the stature would come with a price, Obama told members of parliament, exhorting them to join with the international community in difficult fights ahead.</p>
<p>&#8220;Let me suggest that with increased power comes increased responsibility,&#8221; Obama said in an evening address here. The U.N. exists to preserve peace and security and advance human rights, he said, which the responsibilities of all nations &#8220;but especially those that seek to lead in the 21st century.&#8221;</p>
<p>The pledge is only a step in direction of new international stature for India. The nation likely won&#8217;t attain permanent council status anytime soon, and the U.S. is backing its addition only as part of a series of council reforms that could be years in the making.</p>
<p>Still, the promise fulfills India&#8217;s top priority on the agenda of Obama&#8217;s visit, a three-day series of meetings to build what the White House is now calling an &#8220;indispensable partnership.&#8221;</p>
<p>In his final scheduled day in the country, Obama met with Prime Minister Manmohan Singh to craft the broad outlines of that partnership, agreeing to collaborate anew in the effort to root out terrorists, reform export controls and combat hunger.<br />
The talks touched on sensitive subjects, as Obama unveiled for Singh the findings of a new report on the 2008 Mumbai terrorist attacks and what the U.S. knew in advance about the American collaborator David Headley.</p>
<p>The report, due to be released publicly as early as Monday, shows that American intelligence community had picked up general suspicions about Headley but that the information didn&#8217;t point to a specific plot in the works, administration officials said.<br />

<p>A terrorist attack apparently aimed at two Jewish centers in Chicago was thwarted when two packages the size of bread boxes containing explosives were intercepted in Europe and the Middle East, <a rel="nofollow" class="taxInlineTagLink" id="PEPLT007408" title="Barack Obama" target="_blank" href="http://www.latimes.com/topic/politics/government/barack-obama-PEPLT007408.topic">President Obama</a> and counterterrorism officials announced Friday.</p>
<p>The packages, which had originated from <a rel="nofollow" class="taxInlineTagLink" id="PLGEO00000072" title="Yemen" target="_blank" href="http://www.latimes.com/topic/intl/yemen-PLGEO00000072.topic">Yemen</a>, were  found on cargo planes after a tip from an official in <a rel="nofollow" class="taxInlineTagLink" id="PLGEO00000070" title="Saudi Arabia" target="_blank" href="http://www.latimes.com/topic/intl/saudi-arabia-PLGEO00000070.topic">Saudi Arabia</a>. The targets were a synagogue and another Jewish center on the North Side of Chicago, a U.S. official said.</p>

                                    As they launched a terrorism investigation on three continents, authorities said suspicion fell in particular on <a rel="nofollow" class="taxInlineTagLink" id="ORCIG000003751" title="Al-Qaeda" target="_blank" href="http://www.latimes.com/topic/unrest-conflicts-war/terrorism/al-qaeda-ORCIG000003751.topic">Al Qaeda</a>&#8217;s affiliate in Yemen, which has been linked to  the attempted  bombing of a Detroit-bound U.S. airliner <a rel="nofollow" class="taxInlineTagLink" id="12014001" title="Christmas" target="_blank" href="http://www.latimes.com/topic/religion-belief/religious-festivals/christmas-12014001.topic">on Christmas Day</a>. The explosive material found in the two packages is the same as that used in the failed airliner attack, according to a U.S. official.
<p>Authorities discovered the packages late Thursday in UPS cargo planes that had flown from Yemen to an airport in East Midlands, England; and <a rel="nofollow" class="taxInlineTagLink" id="PLGEO100100602011382" title="Dubai (United Arab Emirates)" target="_blank" href="http://www.latimes.com/topic/intl/united-arab-emirates/dubai-(united-arab-emirates)-PLGEO100100602011382.topic">Dubai</a>, United Arab Emirates.</p>
<p>An initial examination of the packages found that &#8220;they do apparently contain explosive materials,&#8221; Obama said in an announcement from the <a rel="nofollow" class="taxInlineTagLink" id="PLCUL000110" title="White House" target="_blank" href="http://www.latimes.com/topic/politics/government/executive-branch/white-house-PLCUL000110.topic">White House</a> on Friday afternoon. Officials said it was still uncertain whether the devices were operational or whether they were to be picked up and activated by someone in Chicago. One official said federal law enforcement authorities believe  the latter scenario to be the most likely.</p>
<p>The events &#8220;underscore the necessity of remaining vigilant against terrorism,&#8221; the president said. He warned that authorities believe Al Qaeda in the <a rel="nofollow" class="taxInlineTagLink" id="PLGEOREG000002" title="Arabian Peninsula" target="_blank" href="http://www.latimes.com/topic/intl/arabian-peninsula-PLGEOREG000002.topic">Arabian Peninsula</a>, the Yemen-based group, &#8220;continues to plan attacks against our homeland, our citizens and our friends and allies.&#8221;</p>
<p>A federal law enforcement official said the cargo packages resembled the kind of smaller but deadly attacks recently urged by Anwar Awlaki, the American-born radical Muslim cleric thought to be living in Yemen. Awlaki sent e-mail to  <a rel="nofollow" class="taxInlineTagLink" id="ORGOV0000126141142" title="U.S. Army" target="_blank" href="http://www.latimes.com/topic/unrest-conflicts-war/defense/u.s.-army-ORGOV0000126141142.topic">U.S. Army</a> <a rel="nofollow" class="taxInlineTagLink" id="PEOCVC0000070" title="Nidal Malik Hasan" target="_blank" href="http://www.latimes.com/topic/crime-law-justice/crimes/criminals/nidal-malik-hasan-PEOCVC0000070.topic">Maj. Nidal Malik Hasan</a> encouraging him to militant activity before the November attacks at Ft. Hood, Texas, in which Hasan is suspected of killing 13 fellow soldiers. The cleric is also suspected of being behind the Christmas Day airliner plot allegedly carried out by Nigerian Umar Farouk Abdulmutallab.</p>
<p>&#8220;He is pushing the less sensational,&#8221; the official said, asking not to be identified because the investigation is continuing. &#8220;There appears to be a good amount of debate within Al Qaeda, and Al Awlaki is pushing for more hits, but on a smaller scale. He also believes that even when attacks are scrubbed or foiled, they nonetheless are successful if it terrorizes the United States.&#8221;</p>
<p>Federal authorities searched cargo planes at airports along the Eastern seaboard on Friday as well as a delivery truck in <a rel="nofollow" class="taxInlineTagLink" id="PLGEO100100802010000" title="Brooklyn (New York City)" target="_blank" href="http://www.latimes.com/topic/us/new-york/new-york-city/brooklyn-(new-york-city)-PLGEO100100802010000.topic">Brooklyn</a>, N.Y., but found no explosives.</p>
<p>An Emirates Airline passenger jet carrying cargo from Yemen was escorted from the Canadian border to New York City by two military jets, in what U.S. officials described as a precautionary measure. A package aboard the passenger plane appeared similar to those found in England and Dubai, officials said, but  was found not be contain explosives.</p>
<p><a rel="nofollow" class="taxInlineTagLink" id="PECLB000652" title="John Brennan" target="_blank" href="http://www.latimes.com/topic/entertainment/john-brennan-PECLB000652.topic">John Brennan</a>, Obama&#8217;s counterterrorism advisor, said the explosives &#8220;were in a form that was designed to try to carry out some type of attack.&#8221;</p>
<p>A federal law enforcement official said initial reviews of the two suspicious cargo packages showed that the one found in England apparently contained  a printer or ink toner cartridge with  &#8220;some kind of white powder&#8221; and syringes and wires. He said the  package uncovered in Dubai apparently contained cellphone components and a timer. He cautioned that both were   still being evaluated and that no firm conclusions had been made.</p>
<p>Obama said that Brennan had spoken with the president of Yemen, who had pledged full cooperation in the investigation. </p>
<p>According to officials, the White House called a 1 a.m. meeting Friday  to evaluate the cargo package intelligence, which included video participation with Homeland Security officials. They said the White House decided it was &#8220;good enough intelligence&#8221; to alert allies in Europe to start checking cargo packages coming from Yemen and bound for the U.S.</p>
<p>At 3 a.m., they said, the U.S. ordered every  package from Yemen headed for the U.S. to be pulled off  planes and inspected.</p>
<p>Homeland Security officials took a series of steps to enhance security, including heightened cargo screening and additional safety measures at U.S. airports. &#8220;Passengers should continue to expect an unpredictable mix of security layers that include explosives trace detection, advanced imaging technology, canine teams and pat downs, among others,&#8221;  Homeland Security officials said.</p>
<p>A Jewish Federation of Greater Chicago spokeswoman said the group was &#8220;taking appropriate precautions&#8221; and was &#8220;advising our local synagogues to do likewise.&#8221; One of the targets was a Jewish congregation that meets at a Unitarian church, according to a U.S. official.</p>
<p>Oren Segal, director of the Anti-Defamation League&#8217;s Center on Extremism in Washington, said <a rel="nofollow" class="taxInlineTagLink" id="PEPLT000007532" title="Rahm Emanuel " target="_blank" href="http://www.latimes.com/topic/politics/government/rahm-emanuel--PEPLT000007532.topic">Rahm Emanuel</a> has been the focus of some attention on extremist blogs since long before he resigned as White House chief of staff to run for Chicago mayor. Segal said that   vitriol on message boards peaked when Obama named Emanuel his top aide in early 2009.</p>
<p>The two incidents highlight a known vulnerability in the air cargo industry, one that has been the subject of extensive discussion between the <a rel="nofollow" class="taxInlineTagLink" id="ORGOV000000157" title="Transportation Security Administration" target="_blank" href="http://www.latimes.com/topic/crime-law-justice/laws/law-enforcement/transportation-security-administration-ORGOV000000157.topic">Transportation Security Administration</a> and the industry for several years.</p>
<p>The federal government has mandated in recent years that all cargo on passenger aircraft be screened, a goal that was achieved only this August. But the issue of parcels  aboard cargo-only aircraft has been far more difficult to resolve. As far back as March 2009, the industry warned Congress it would not be able to meet the August deadline that 100% of cargo would be screened.</p>
<p>A TSA official acknowledged Friday that not all cargo inbound from abroad is screened and that the cargo that does get screened is handled differently than passenger luggage, which is subject to X-ray. That means that the two suspicious packages may not have been subject to screening when they were originally loaded in Yemen.</p>

<p>              The massive storm muscled its way across an area that stretched from the Dakotas to the eastern Great Lakes. Severe thunderstorm warnings blanketed much of the Midwest, and tornado watches were issued from Arkansas to Ohio. Flights were canceled at <a rel="nofollow" class="taxInlineTagLink" id="PLTRA0000141" title="O'Hare International Airport" target="_blank" href="http://www.latimes.com/topic/travel/transportation/air-transportation/ohare-international-airport-PLTRA0000141.topic">O&#8217;Hare International Airport</a>, a major hub for American and United airlines.</p>
<p>              The National Weather Service said the storm is one of the strongest to hit the region in decades.</p>

                                    &#8220;We&#8217;re expecting sustained winds on the order of 35 to 40 mph with gusts up to 60 mph throughout the afternoon,&#8221; said Edward Fenelon, a weather service meteorologist in Romeoville, Ill. He said the storm&#8217;s central pressure is equivalent to a Category 3 hurricane.</p>
<p>              &#8220;This is a very different type of event,&#8221; Fenelon said. &#8220;But that does give an indication of the magnitude of the winds. This isn&#8217;t something you see even every year.&#8221;</p>
<p>              Weather Service Meteorologist Jim Allsopp said the storm could be among the worst to hit Illinois in more than 70 years.</p>
<p>              Commuters in the Chicago area faced blustery, wind-driven rain as they waited for trains to take them downtown before dawn. Some huddled underneath train overpasses to stay out of the gusts, dashing to the platform at the last minute. In the city&#8217;s downtown Loop, construction workers wore heavy slickers and held onto their hard-hats, heavy metal streets signs rattled against their posts and umbrellas provided relief only for as long as they could last.</p>
<p>              &#8220;The wind was almost blowing horizontally. The rain was slapping me in the face,&#8221; said Anthony Quit, a 24-year-old jewelry store worker in Chicago. &#8220;My umbrella shot off &#8230; It was pretty dangerous.&#8221;</p>
<p>              He said the wind was so strong that his car &#8220;was starting to veer off the road.&#8221;</p>
<p>              Another commuter described a frightening pre-dawn drive to the train station.</p>
<p>              &#8220;It was raining really, really hard. Coming down the street I was kind of getting really nervous; even with the bright lights you couldn&#8217;t see in front of you,&#8221; said Delphine Thompson, 53, a telecom manager in Chicago.</p>
<p>              The weather service said gusts that topped 50 miles per hour slammed into the Chicago suburb of Lombard early Tuesday.</p>
<p>              High winds forced authorities to stop flights at O&#8217;Hare International Airport in Chicago.</p>
<p>              A spokeswoman for the Chicago Department of Aviation said officials issued a temporary &#8220;ground stop&#8221; at O&#8217;Hare, meaning no flights are departing. Aviation Department spokeswoman Karen Pride said more than 125 flights were canceled at O&#8217;Hare. No cancelations are being reported at <a rel="nofollow" class="taxInlineTagLink" id="PLGEO100100501255900" title="Midway" target="_blank" href="http://www.latimes.com/topic/us/illinois/cook-county/chicago/midway-PLGEO100100501255900.topic">Midway</a> International Airport on Chicago&#8217;s South Side.</p>
<p>              The storm was also picking up speed on <a rel="nofollow" class="taxInlineTagLink" id="ORCRP00010280" title="Twitter, Inc." target="_blank" href="http://www.latimes.com/topic/arts-culture/internet/twitter-inc.-ORCRP00010280.topic">Twitter</a>, where people were dubbing it &#8220;Chiclone&#8221; and &#8220;Windpocalypse.&#8221;</p>
<p>              In St. Louis, pre-dawn strong winds were blamed for a partial building collapse that sent bricks, mortar, roofing and some window air-conditioning units raining down onto a sidewalk. No one was injured, and inspectors were inspecting the 1920s-era building.</p>
<p>              In Ballwin, a St. Louis suburb, a woman escaped with minor injuries when a tree fell onto her home as she slept, covering her and her husband with dust and insulation. The family managed to get out of the house and call emergency responders.</p>
<p>              In Milwaukee, some restaurants moved sidewalk furniture indoors as the storm approached and homeowners scrambled to batten down anything that might be swept away by the storm.</p>
<p>              Meanwhile, much of North Dakota was under a blizzard warning. The National Weather Service said up to 10 inches of snow could fall in some areas into early Wednesday.</p>
<p>              The snow is expected across North Dakota and into northern South Dakota. Forecasters said wind gusts of more than 50 mph in many areas would make travel treacherous.</p>
<p>              Fenelon of the National Weather Service said the winds will subside Tuesday evening but could pick up again on Wednesday.</p>
<p>              Eleven states are under a high wind warning. Those states are: Illinois, Wisconsin, Indiana, Iowa, Michigan, North Dakota, South Dakota, Nebraska, Minnesota, Ohio and parts of Kentucky.</p>
<p>              With a nod to the coming weekend, Jodi WhiteJones in Chicago said she hoped the storm wouldn&#8217;t lead to a <a rel="nofollow" class="taxInlineTagLink" id="EVFES000167" title="Halloween" target="_blank" href="http://www.latimes.com/topic/arts-culture/halloween-EVFES000167.topic">Halloween</a>-related disaster.</p>
<p>              &#8220;Everyone in Chicago is used to foul weather but with this type of wind I just hope nobody gets hurt by things falling from buildings, flying pumpkins, debris,&#8221; said the 41-year-old assistant college dean at the <a rel="nofollow" class="taxInlineTagLink" id="OREDU0000154" title="University of Illinois at Chicago" target="_blank" href="http://www.latimes.com/topic/education/colleges-universities/university-of-illinois-at-chicago-OREDU0000154.topic">University of Illinois at Chicago</a>.</p>

                                    In the combative tone that has defined his remarks in recent days, Obama offered a sharp rebuke of the Republican agenda, accusing the opposition party of embracing a strategy of &#8220;amnesia&#8221; after sitting on the sidelines saying &#8220;no to everything&#8221; while blaming him for the nation&#8217;s troubles.</p>
<p>&#8220;They figured that y&#8217;all would forget that they caused the mess in the first place,&#8221; he said. &#8220;&#8230;But Los Angeles, as I look out on this crowd, this tells me you haven&#8217;t forgotten.&#8221;</p>
<p>With a new Los Angeles-Times/USC poll showing a narrowing enthusiasm gap between <a rel="nofollow" class="taxInlineTagLink" id="ORGOV0000004" title="Republican Party" target="_blank" href="http://www.latimes.com/topic/politics/parties-movements/republican-party-ORGOV0000004.topic">Republicans</a> and Democrats, the president&#8217;s trip to California served the dual purpose of motivating his troops and raising money for endangered Democratic U.S. Sen. <a rel="nofollow" class="taxInlineTagLink" id="PEPLT000628" title="Barbara Boxer" target="_blank" href="http://www.latimes.com/topic/politics/barbara-boxer-PEPLT000628.topic">Barbara Boxer</a> and attorney general candidate Kamala Harris. Boxer, Harris and state Atty. Gen. <a rel="nofollow" class="taxInlineTagLink" id="PEPLT007547" title="Jerry Brown" target="_blank" href="http://www.latimes.com/topic/politics/jerry-brown-PEPLT007547.topic">Jerry Brown</a>, the Democratic gubernatorial candidate, all spoke briefly at the event, asking Democrats to match the fervor of Republicans.</p>
<p>Actor <a rel="nofollow" class="taxInlineTagLink" id="PECLB001774" title="Jamie Foxx" target="_blank" href="http://www.latimes.com/topic/entertainment/jamie-foxx-PECLB001774.topic">Jamie Foxx</a> also underscored the Democrats&#8217; precarious position by alluding to Obama&#8217;s encounter with a woman earlier this year who said she was exhausted by defending him &#8212; and then prompting the crowd to chant: &#8220;We&#8217;re not exhausted.&#8221;</p>
<p>Boxer, who has been hit with millions of dollars&#8217; worth of attack ads from the U.S. Chamber of Commerce and other outside groups, said the other side has &#8220;giant, wealthy, unlimited-spending special interests with them.&#8221; But, she said, &#8220;We have our own army.&#8221;</p>
<p>Unlike on his last visit to Los Angeles, the President sought to avoid the wrath of the city&#8217;s commuters by flying from <a rel="nofollow" class="taxInlineTagLink" id="PLTRA0000070" title="Los Angeles International Airport" target="_blank" href="http://www.latimes.com/topic/economy-business-finance/transportation-industry/air-transportation-industry/los-angeles-international-airport-PLTRA0000070.topic">LAX</a> to USC on Marine One for the event organized by the Democratic National Party. He also attended a luncheon fundraiser for Boxer and sat for an interview with Spanish-language radio host Piolin in Glendale. Then he jetted off to Nevada for another Democratic rally and a dinner to benefit Senate Majority Leader <a rel="nofollow" class="taxInlineTagLink" id="PEPLT005460" title="Harry Reid" target="_blank" href="http://www.latimes.com/topic/politics/harry-reid-PEPLT005460.topic">Harry Reid</a>, who is in an uncomfortably close race of his own.</p>
<p>While some Democratic candidates have kept Obama at arm&#8217;s length &#8212; distancing themselves from the administration&#8217;s controversial healthcare legislation and the $814-million stimulus package &#8212; Boxer has welcomed his help in California. In this state, 56% of likely voters said in a recent Times/USC poll that they wanted a senator who supports the president.</p>
<p>Boxer has been an unfailing defender of Obama&#8217;s policies, even in the face of relentless criticism of Obama&#8217;s policies from her challenger, Republican <a rel="nofollow" class="taxInlineTagLink" id="PEPLT0007601" title="Carly Fiorina" target="_blank" href="http://www.latimes.com/topic/politics/government/carly-fiorina-PEPLT0007601.topic">Carly Fiorina</a>. <a rel="nofollow" class="taxInlineTagLink" id="PLCUL000110" title="White House" target="_blank" href="http://www.latimes.com/topic/politics/government/executive-branch/white-house-PLCUL000110.topic">The White House</a> has rewarded Boxer&#8217;s loyalty with multiple trips to California on behalf of the three-term senator, who is clinging to a slim lead over Fiorina.</p>
<p>The president&#8217;s visit will be followed next week by a fundraising event for Boxer featuring First Lady <a rel="nofollow" class="taxInlineTagLink" id="PECLB005380" title="Michelle Obama" target="_blank" href="http://www.latimes.com/topic/politics/michelle-obama-PECLB005380.topic">Michelle Obama</a>. The efforts will provide a much-needed boost to Boxer&#8217;s coffers in the final stretch.</p>
<p>New fundraising reports covering the period from Oct. 1 to Oct. 13 showed Fiorina, the former <a rel="nofollow" class="taxInlineTagLink" id="ORCRP007258" title="Hewlett-Packard Co." target="_blank" href="http://www.latimes.com/topic/economy-business-finance/hewlett-packard-co.-ORCRP007258.topic">Hewlett-Packard</a> chief executive, raising slightly more than Boxer, though Boxer still had twice as much cash on hand as her opponent. But Fiorina announced a new $1-million loan to her campaign Friday for the final push, in addition to the $5.5 million she gave herself for the primary.</p>
<p>At Friday&#8217;s rally, the candidates took care to avoid mentioning the names of their rivals but drew distinctions between themselves and their opponents.</p>
<p>Brown signaled that he would reject what he has criticized as the divisive tactics of his opponent: &#8220;We don&#8217;t scapegoat anybody, not public workers, not immigrants, not anybody because we&#8217;re all Californians together.&#8221;</p>
<p>And Obama argued that if Republicans were to regain control, they would cut &#8220;middle-class families loose to fend for themselves.&#8221;</p>
<p>&#8220;Their basic philosophy is &#8212; you&#8217;re on your own,&#8221; he said.</p>
<p>Fiorina spokeswoman Julie Soderlund called Obama&#8217;s visit &#8220;another rescue mission for Boxer&#8221; and said the fact that Boxer did not mention Friday&#8217;s new unemployment figures or her specific plans to address them in her short speech proved &#8220;just how out of touch she is with the reality that 1 in 8 Californians is without a job.&#8221;</p>
<p>Brown&#8217;s Republican rival, <a rel="nofollow" class="taxInlineTagLink" id="PEPLT0000017264" title="Meg Whitman" target="_blank" href="http://www.latimes.com/topic/politics/government/meg-whitman-PEPLT0000017264.topic">Meg Whitman</a>, meanwhile, campaigned in San Jose on Friday with New York City <a rel="nofollow" class="taxInlineTagLink" id="PEPLT007462" title="Michael Bloomberg" target="_blank" href="http://www.latimes.com/topic/politics/government/michael-bloomberg-PEPLT007462.topic">Mayor Michael Bloomberg</a>. He had held the all-time record for self-funding a campaign until Whitman, who has put $141.5 million into her gubernatorial bid, surpassed him.</p>
<p>The former EBay chief executive said the Obama administration&#8217;s efforts to revive the economy had been a failure.</p>
<p>&#8220;The progress has been terrible,&#8221; Whitman said. &#8220;Look at the unemployment rates we face in California and we face in the country.&#8221;</p>

<p>Obama spoke at a rally for a longtime political ally and friend, Massachusetts Gov. Deval Patrick, who is locked in a tough reelection campaign against Republican Charlie Baker. The president also spent part of his quick trip to Boston at a fundraising event for the Democratic Senatorial Campaign Committee. A Democratic official said people paid up to $30,400 apiece to attend a VIP reception and have their picture taken with the president.</p>
<p>With unemployment at nearly 10% and people anxious about job security, Obama has struggled to articulate a single compelling message for keeping <a rel="nofollow" class="taxInlineTagLink" id="ORGOV0000005" title="Democratic Party" target="_blank" href="http://www.latimes.com/topic/politics/parties-movements/democratic-party-ORGOV0000005.topic">Democrats</a> in power. At the Patrick event, he rolled out a range of arguments for voting against <a rel="nofollow" class="taxInlineTagLink" id="ORGOV0000004" title="Republican Party" target="_blank" href="http://www.latimes.com/topic/politics/parties-movements/republican-party-ORGOV0000004.topic">Republicans</a> on Nov. 2.</p>

                                    While he and fellow Democrats labored to fix the economy, he said, the Republican leadership watched from a safe distance, hoping they would founder.</p>
<p>Speaking to more than 15,000 people at the Hynes Convention Center, Obama said that Democrats were enmeshed in the &#8220;grinding, frustrating work of delivering change inch by inch, day by day.&#8221;</p>
<p>Republicans, in turn, made the &#8220;tactical decision&#8221; that if they stay &#8220;on the sidelines and don&#8217;t lift a finger to help  they figured they could ride people&#8217;s anger and frustration all the way to the ballot box,&#8221; Obama said.</p>
<p>Obama reverted to a favorite metaphor, saying he and other Democrats had been down in the ditch trying to get the battered car going while Republicans fanned themselves and enjoyed Slurpees.</p>
<p>Now that the metaphorical car&#8217; is on the mend, &#8220;they can get in and ride with us if they want, but they&#8217;ve got to get in the back seat,&#8221; Obama said.</p>
<p>The president&#8217;s speech was interrupted by hecklers who shouted their disapproval over his <a rel="nofollow" class="taxInlineTagLink" id="HEDAI000003" title="AIDS" target="_blank" href="http://www.latimes.com/topic/health/diseases-illnesses/aids-HEDAI000003.topic">AIDS</a> funding policies. That touched off a counter-chant of &#8220;four more years&#8221; from supporters of Obama and Patrick.</p>
<p>Obama, wearing a jacket but no tie, stared at the demonstrators, who held up a sign that read, &#8220;Keep the promise.&#8221;</p>
<p>&#8220;Take a look at what the Republican leadership has to say about AIDS funding,&#8221; the president challenged.</p>
<p>Obama renewed a charge that special-interest groups aligned with the Republicans were spending huge sums of money in the campaign without revealing their donors. Because the source of funds is unknown, &#8220;foreign-controlled corporations&#8221; could be underwriting the TV ad buys, Obama said.</p>
<p>&#8220;They don&#8217;t even have the courage to stand up and disclose their identity,&#8221; he said. &#8220;They could be insurance companies, they could be banks, they could even be foreign-controlled corporations &#8212; we will never know.&#8221;</p>
<p> <a rel="nofollow" class="taxInlineTagLink" id="PLCUL000110" title="White House" target="_blank" href="http://www.latimes.com/topic/politics/government/executive-branch/white-house-PLCUL000110.topic">The White House</a> has faced a backlash over such attacks. Critics have said that Democrats have yet to produce concrete evidence that foreign money is fueling campaign attack ads.</p>
<p>They&#8217;ve also said that with the economy in such wretched shape, Obama is distracting voters from deeper problems by focusing on campaign finance disclosure.</p>
<p>Obama&#8217;s visit to <a rel="nofollow" class="taxInlineTagLink" id="PLGEO100100501131244" title="Boston" target="_blank" href="http://www.latimes.com/topic/us/massachusetts/suffolk-county-(massachusetts)/boston-PLGEO100100501131244.topic">Boston</a> testifies to his special connection to the Massachusetts governor.</p>
<p>Patrick worked in the Clinton administration in the 1990s, yet when it came time to endorse a candidate in the Democratic presidential primary in 2008, he chose Obama over rival <a rel="nofollow" class="taxInlineTagLink" id="PEPLT007433" title="Hillary Clinton" target="_blank" href="http://www.latimes.com/topic/politics/government/hillary-clinton-PEPLT007433.topic">Hillary Rodham Clinton</a>.</p>
<p>A recent poll by Suffolk University showed Patrick leading Baker by 7 points.</p>
<p>Partisan emotions were strong at the rally. Before Obama spoke, the audience heard from Rep. <a rel="nofollow" class="taxInlineTagLink" id="PEPLT004165" title="Edward J Markey" target="_blank" href="http://www.latimes.com/topic/politics/edward-j-markey-PEPLT004165.topic">Edward J. Markey</a>, a Massachusetts Democrat.</p>
<p>Markey, in a reference to Delaware Senate Republican candidate <a rel="nofollow" class="taxInlineTagLink" id="PEPLT00007608" title="Christine O'Donnell" target="_blank" href="http://www.latimes.com/topic/politics/government/christine-odonnell-PEPLT00007608.topic">Christine O&#8217;Donnell</a>, said, &#8220;We have gone from Democrats who say, &#8216;Yes we can!&#8217; to Republicans who say, &#8216;Yes, wiccan.&#8217;&#8221;</p>
<p>O&#8217;Donnell has said that when she was young, she &#8220;dabbled&#8221; in witchcraft.</p>
<p>With election day about two weeks away, Obama is stepping up his campaign travel, flying across the country to raise money and stump for Democratic candidates.                                     &#8220;Elizabeth Warren coming and Larry Summers going, these are moves designed to placate the Democratic base and mobilize it as we approach the election,&#8221; Wayne said.</p>
<p>At the same time, administration officials insist Obama does not intend a broad retreat from his economic policies.</p>
<p>&#8220;The change in personnel is not going to affect the course that we&#8217;re on,&#8221; said Jared Bernstein, chief economic advisor to Vice President <a rel="nofollow" class="taxInlineTagLink" id="PEPLT007548" title="Joe Biden" target="_blank" href="http://www.latimes.com/topic/politics/government/joe-biden-PEPLT007548.topic">Joe Biden</a>. &#8220;We&#8217;re going to build on the momentum that the policies have helped to create.&#8221;</p>
<p>Indeed, there is little else Obama can do to lower the jobless rate, reduce home foreclosures or improve growth before the November elections. The economy moves too slowly for that, and so does Congress.</p>
<p>On Thursday, for example, congressional Democrats indicated that they might put off a crucial decision on whether to extend  temporary, Bush-era tax cuts until after the November election.</p>
<p>Obama announced this week that Summers would be leaving at the end of the year, the third member of his economic team to make departure plans public in recent weeks. Summers had long planned to return to Harvard, but announcing the move now is seen as giving Obama a political boost ahead of the elections.</p>
<p>A week ago, Obama appointed  Warren to set up the new federal agency charged with protecting consumers from abuses by banks, credit card companies and other financial firms. She also joined the <a rel="nofollow" class="taxInlineTagLink" id="PLCUL000110" title="White House" target="_blank" href="http://www.latimes.com/topic/politics/government/executive-branch/white-house-PLCUL000110.topic">White House</a> economic team.</p>
<p>Both Summers and Warren evoke strong emotions among Democrats.</p>
<p>Summers is loathed by many progressives, who see him as tied to Wall Street interests. At the same time, the left praised the arrival of Warren, hailing the Harvard law professor as a champion of the middle class.</p>
<p>But nothing in the new lineup of advisors suggests Obama is abandoning the path out of the deep recession he has plotted over the past 20 months.</p>
<p>Two pivotal vacancies &#8212; budget director and chair of the Council of Economic Advisors &#8212; have been filled from within the administration. And although the White House has said Obama might tap a corporate executive to replace Summers, the team&#8217;s most senior member will continue to be Treasury Secretary <a rel="nofollow" class="taxInlineTagLink" id="PEPLT0000017540" title="Timothy Geithner" target="_blank" href="http://www.latimes.com/topic/economy-business-finance/economy/timothy-geithner-PEPLT0000017540.topic">Timothy F. Geithner</a>, a chief architect of the administration&#8217;s economic policy.</p>
<p>Some economists said that strategy was a mistake given the slowing pace of economic growth and continued deep problems in the housing market. The nonpartisan Congressional Budget Office forecasts a modest 2.1% increase in real economic output next year, far too weak to make much of a dent in 9.6% national jobless rate.</p>
<p>&#8220;There&#8217;s a distinction between shaking up the team and making shifts in policy,&#8221; said Robert Shapiro, an economic official in the Clinton administration.</p>
<p>&#8220;The question is how much confidence do they have that, without additional measures, the economy will strengthen on its own,&#8221; he said. &#8220;I think Larry had confidence in that six months ago &#8230; but no one has as much confidence in it today.&#8221;</p>
<p>While Obama has one eye on the midterms, he is also focused on his reelection in 2012. The president and his economic team have been adamant that the economy is on the right track and that their policies simply need more time to reverse the effects of the deepest recession since the Great Depression.</p>
<p>&#8220;We&#8217;re moving in the right direction,&#8221; Obama said this week during a town hall meeting about the economy.</p>

<p>                    A violent protest that left dozens of people injured in the Afghan capital Wednesday points to concerted efforts by the <a rel="nofollow" class="taxInlineTagLink" id="ORCIG00001549" title="Taliban" target="_blank" href="http://www.latimes.com/topic/politics/government/taliban-ORCIG00001549.topic">Taliban</a> to keep alive the controversy over an American pastor&#8217;s discarded plans to burn copies of the Koran, Afghan authorities said.</p>
<p>White Taliban flags flew above a crowd of about 800 people who burned tires, shouted anti-American slogans and pelted security forces with stones. Police fired assault rifles into the air to break up the early-morning protest on the outskirts of <a rel="nofollow" class="taxInlineTagLink" id="PLGEO100100602011325" title="Kabul (Afghanistan)" target="_blank" href="http://www.latimes.com/topic/intl/afghanistan/kabul-%28afghanistan%29-PLGEO100100602011325.topic">Kabul</a>.</p>
<p>At least 35 police officers and about 15 demonstrators were injured in the melee, the Interior Ministry said.</p>

                                    The demonstrations, which have persisted for days after the abandoning of plans by a small Florida church to burn the Muslim holy book, suggest an orchestrated campaign that could continue for some time, perhaps disrupting Saturday&#8217;s parliamentary elections.</p>
<p>The Taliban movement has already threatened to attack voters and polling places, and some districts are considered too dangerous for balloting to take place. The Taliban website this week carried a fresh denunciation of the Koran-burning plan, calling it part of a larger Western assault on Islam.</p>
<p>Afghan authorities say the insurgents are seeking to tap into the outrage generated by the church&#8217;s threat to whip up fury against Western forces and President <a rel="nofollow" class="taxInlineTagLink" id="PEHST001057" title="Hamid Karzai" target="_blank" href="http://www.latimes.com/topic/politics/government/hamid-karzai-PEHST001057.topic">Hamid Karzai</a>. Wednesday&#8217;s rally featured fiery speeches denouncing the Afghan government and the presence of foreign forces, which now number about 150,000.</p>
<p>The organizing of a protest in the capital itself appears to mark an escalation from previous demonstrations, most of which have taken place in rural areas.</p>
<p>The demonstrations&#8217; organizers are also able to exploit the fact that in a country where illiteracy is widespread, many people were unaware that Florida pastor Terry Jones of <a rel="nofollow" class="taxInlineTagLink" id="PLGEO100100401010000" title="Gainesville" target="_blank" href="http://www.latimes.com/topic/us/florida/alachua-county/gainesville-PLGEO100100401010000.topic">Gainesville</a> did not carry out his plans, which had been condemned by the Obama administration and <a rel="nofollow" class="taxInlineTagLink" id="PEPLT007515" title="David Petraeus" target="_blank" href="http://www.latimes.com/topic/unrest-conflicts-war/defense/david-petraeus-PEPLT007515.topic">Gen. David H. Petraeus</a>, the commander of Western troops in Afghanistan.</p>
<p>Gen. Zahir Khan, head of the crime investigation department for the Kabul police, said that at this point the threatened Koran-burning was little more than a pretext to rally anti-government sentiment.</p>
<p>&#8220;This was a very violent protest,&#8221; he said. &#8220;And the Taliban were in the crowd.&#8221;</p>

Like the producers, the person asked not to be named so as not to jeopardize future work with Phoenix.</p>

<p>Separately, two women who worked in prominent positions on &#8220;I&#8217;m Still Here&#8221; who had sued director <a rel="nofollow" class="taxInlineTagLink" id="PECLB000029" title="Casey Affleck" target="_blank" href="http://www.latimes.com/topic/entertainment/casey-affleck-PECLB000029.topic">Casey Affleck</a>, alleging sexual harassment and intentional infliction of emotional distress have settled their lawsuits against the filmmakers, a spokeswoman for Affleck and a lawyer for the women said Monday.</p>
<p>Throughout the making of the film and in the run-up to its release Friday, Hollywood debated whether the movie was an authentic <a rel="nofollow" class="taxInlineTagLink" id="0100000004593864" title="Documentary (genre)" target="_blank" href="http://www.latimes.com/topic/arts-culture/genres/documentary-(genre)-0100000004593864.topic">documentary</a> about an artist at a professional crossroads or a contrived piece of performance art. Critics and audiences have argued over the endeavor&#8217;s authenticity, but both Phoenix and Affleck have insisted that it was not a prank.</p>
<p>Phoenix, who appears disheveled, bloated, cavorting with prostitutes and snorting what appears to be cocaine in &#8220;I&#8217;m Still Here,&#8221; has gotten himself back in physical shape. In contrast to his yeti-like appearance in the film, Phoenix showed up last week at the Venice Film Festival well-groomed, slimmer and wearing a closely tailored suit &#8212; looking like a movie star, in other words. Several executives who had been interested in casting Phoenix said that they had little doubt he would work again.</p>
<p>Phoenix&#8217;s talent agent, WME&#8217;s Patrick Whitesell, has been open to discussions about roles for the actor, according to one executive who asked not to be named. The talent agency, which never completely stopped pitching Phoenix during his apparent stint as a rapper, declined to comment.</p>
<p>&#8220;I&#8217;m Still Here&#8221; opened to mediocre box-office business of $97,000 in 19 locations Friday. It goes into wider release this weekend in about 110 locations and will be available through distributor Magnolia Pictures&#8217; video-on-demand outlets Sept. 24.</p>
<p>Studios had not given up on Phoenix even during the filming of &#8220;I&#8217;m Still Here,&#8221; which purports to trace Phoenix&#8217;s attempts to get people to take his career switch seriously. &#8220;This is me changing my life in front of your eyes,&#8221; Phoenix says to some friends at one point in the film. &#8220;I want to leave something special on earth.&#8221;</p>
<p>In one scene in the movie, <a rel="nofollow" class="taxInlineTagLink" id="PECLB003781" title="Ben Stiller" target="_blank" href="http://www.latimes.com/topic/entertainment/movies/ben-stiller-PECLB003781.topic">Ben Stiller</a> shows up during the casting of Focus Features&#8217; offbeat love story <a rel="nofollow" class="taxInlineTagLink" id="ENMV000000726" title="Greenberg (movie)" target="_blank" href="http://www.latimes.com/topic/entertainment/movies/greenberg-(movie)-ENMV000000726.topic">&#8220;Greenberg&#8221;</a> to see if Phoenix would be interested in a starring role. (The meeting does not go well, with Phoenix insulting Stiller and his blockbuster comedy &#8220;There&#8217;s Something About Mary.&#8221;) And there had been interest in casting the actor in at least one other art house movie, and likely more, in the latter half of 2009 and the early part of 2010. But nothing came of the talks, executives said.</p>
<p>Phoenix&#8217;s last feature film role was in 2008&#8217;s &#8220;Two Lovers,&#8221; a <a rel="nofollow" class="taxInlineTagLink" id="GENRE000062" title="Drama (genre)" target="_blank" href="http://www.latimes.com/topic/arts-culture/genres/drama-(genre)-GENRE000062.topic">drama</a> with <a rel="nofollow" class="taxInlineTagLink" id="PECLB003368" title="Gwyneth Paltrow" target="_blank" href="http://www.latimes.com/topic/entertainment/gwyneth-paltrow-PECLB003368.topic">Gwyneth Paltrow</a> that started filming in late 2007. It was during the promotion of the movie, which was released in U.S. theaters in February 2009, that Phoenix appeared on Letterman&#8217;s talk show, where his unkempt appearance and disjointed mumblings turned the interview into a <a rel="nofollow" class="taxInlineTagLink" id="ORCRP00000211004" title="YouTube" target="_blank" href="http://www.latimes.com/topic/entertainment/movies/youtube-ORCRP00000211004.topic">YouTube</a> blockbuster.</p>
<p>In the film, Phoenix describes the appearance as a fiasco. &#8220;I&#8217;m so stupid,&#8221; he says. &#8220;I&#8217;m just going to be a joke forever.&#8221;</p>
<p>Phoenix skipped the <a rel="nofollow" target="_blank" href="http://latimesblogs.latimes.com/movies/2010/09/joaquin-phoenix-im-still-here-casey-affleck-hoax.html">film&#8217;s screenings</a> at the Toronto International Film Festival in recent days, as did Affleck (although both attended the world premiere in Venice). The director said in a statement read aloud by Toronto co-director Cameron Bailey on Friday that the film had been subjected to a &#8220;misguided and surprisingly reductive debate in the press.&#8221; Affleck declined to be interviewed.</p>
<p>In July, two key crew members on &#8220;I&#8217;m Still Here&#8221; filed lawsuits against Affleck and his company, Flemmy Productions, accusing the director of sexual harassment and inflicting emotional distress.</p>
<p>Producer Amanda White alleged that Affleck breached his verbal agreement to pay her $50,000 after months of work on the film, also describing in detail how she was &#8220;forced to endure uninvited and unwelcome sexual advances in the workplace.&#8221; Among White&#8217;s claims: that Affleck hired transvestite prostitutes &#8220;for his personal gratification&#8221; during filming, referred to women as &#8220;cows,&#8221; manhandled her when she rejected his sexual advances and instructed a camera operator to flash his genitals at her on several occasions. She was seeking a $2-million settlement.</p>
<p>In a separate action, cinematographer Magdalena Gorka sued Affleck and Flemmy, claiming she was subjected to a &#8220;near daily barrage of sexual comments, innuendo and unwelcome advances&#8221; by crew members, encouraged by Affleck. In that suit, Gorka described awaking one night to find the director in bed with his arm around her &#8220;caressing her back, his face was within inches of hers and his breath reek[ing] of alcohol.&#8221; She was seeking $2.5 million in damages.</p>
<p>In a motion filed with the court in July, an attorney for Affleck, Martin Singer, said White &#8220;concocted this fabricated sexual harassment lawsuit over a year after she failed in her devious attempt [to] extort a better production deal.&#8221; Brian Procel, the attorney representing both Gorka and White, declined to comment for this story. Singer did not respond to requests for comment.</p>
<p>In a statement released Monday by Affleck&#8217;s spokeswoman, the parties said the lawsuits &#8220;have been resolved to the mutual satisfaction of the parties&#8221; and are being dismissed.</p>
